Area 3T leadership has provided the following information and guidance for Spring 2024 inter-regional matches:
New York State has enacted legislation S.7424/A.366A requiring camps and youth sports programs to establish automated external defibrillator, or AED, implementation plans and to make best efforts to have at least one person trained to properly use the AED at camps, games and practice.
This legislation applies to our AYSO Regions and our Guest Clubs who have five or more teams ("programs"). Accordingly, programs will be required to have an AED present at each practice and game (and make best efforts to have someone trained to use the AED as an operator). This law went into effect on May 22, 2024.
The expectation is that the home team of each game shall provide access to an AED, have an AED implementation plan, and have made best efforts to have someone trained to use the AED at each home game. The home team coach(es) should brief the away team coach(es) on the location of the AED as part of pre-game introductions. If the home team fails to provide preparedness information that is to the satisfaction of the away team, or an AED cannot be located, the game may only proceed if the away team is able to supply an AED. To ensure safety and compliance is respected, the away team has the right to "walk away" from any game due to a lack of AED preparedness observed or perceived related to the home team, or because an AED cannot be located, without any fear of repercussion or retaliation. If there is no AED on-site, the game may not proceed (similar to the goal anchoring law in New York State). If the game cannot proceed, the game shall be deemed a forfeit on account of the home team and there shall be no makeup.
