REFEREE VOLUNTEER REQUIREMENTS
All teams are to provide referees to referee their child’s game.
TEAM REFEREE REQUIREMENTS
· Home team provides the Center referee.
· Away team provides two Assistant referees.
Points required to participate in Region 820 invitational and Area playoffs are as follows:
• 14U-16U: TBD per schedule
• 10U-12U: 20 points
• 8U: 20 points
REFEREE REQUIREMENTS
· All referees must be fully certified (with proper referee certification, Safe Haven, and CDC Concussion) and be a current eligible volunteer for the 2019 Fall Season.
· All referees are to be in full uniform. Referee socks, referee shorts, and referee shirt (provided by the region) and have proper equipment on game day: whistle/wristwatch. Flags are provided by the region.
Points will not be awarded if Center Referee or Assistant Referee (A.R.) are not wearing proper gear as described.
HOW ARE POINTS EARNED?
Points are earned via a 10-game season. Any team scheduled a bye or win by forfeit will be awarded referee points accordingly.
· Center Referee - 2 points per game. *10 points possible
· Assistant Referee (each) 1 point per game. Two assistant referees are required from the away team. *10 points possible
· Previously certified referees will not able to earn points if they have not attended a fall 2019 refresher clinic. Clinics will review law changes, conduct a mechanics exercise, and provide a short quiz.
Refresher clinics will be offered on opening day.
Coaches/assistant coaches/team managers may not transfer or earn referee points for their team via refereeing other teams or their own games. Referees refereeing extra games outside of their team requirements, will be placed in the “Thank you referee” rewards.
Referee volunteers may referee other games. However, teams not suppling referees will not receive referee points. Points are only awarded via each team suppling a referee team for their own game.
Teams will not advance to playoffs unless your referee team is available to referee playoffs, and possibly advance to area playoffs, if needed.
MAKE UP POINTS:

EXTRA PROGRAM
Teams are expected to support the referee program as much as possible. A designated Extra Referee Administrator assistant from the extra program will schedule EXTRA teams’ r efer ees to cover games when game schedule allows and follow up with Extra program administration duties.
Scheduling System TBD.
EXTRA teams are expected to supply Assistant Referees for their home matches.
Assistant Referees MUST be in full referee uniform. A referee not in complete uniform risks not being validated on the referee card per area requirements (cargo shorts, I forgot my socks etc. =ZERO points*).
*REFEREE ADMINISTRATOR SIGNS OFF ON REFEREES FOR ALL TOURNAMENTS AND AREA PLAYOFFS.
Referee Administrator will have final decision on the ability of upper divisions and EXTRA program’s referee’s ability to referee in tournaments and area playoffs.
· Each team’s referees will need to have shown support for the AYSO referee program via participation and professionalism throughout the season.
· The Referee Administrator or referee staff will not carry a team to any playoff that requires intermediate or higher certification without the team’s support of the referee program. You can show support to the referee program by following dress code, advancing to the next referee level, and showing enthusiasm to see the regions referee program grow.
· AYSO is an all-volunteer organization. Each parent is expected to help support the AYSO program, grow with their child’s team, and support the AYSO program at all levels.
PLAYOFFS
Regional and Area play-offs are invitational only.
Teams that have earned their required points to participate in AYSO 820 invitational Regional Playoffs must ensure that they have a referee team available to advance to each level of the competition.
Teams will be allowed to participate in play-offs without a referee team. Three referees are preferred, two referees are acceptable. One referee must be able to perform as a Center Referee at their child’s level. If a team advancing to the next level of competition cannot supply referees, that team must forfeit. The 2nd place team will be offered the opportunity to advance with the same conditions.
YOUTH REFEREES
All returning youth referees will be required to attend a refresher clinic. We will review basic mechanics and changes to the laws of the game. A quiz will be given. No referee will be able to earn points until they have attended the refresher clinic. Opportunities will be given to attend clinics on opening day or prior to the first games of the season, TBD.
We encourage youths to volunteer as a referee. Staff will make every attempt to mentor and protect all youth referees. For each game completed by a youth referee they will be given a raffle ticket to enter drawings for different prizes given away at the end of the season.
‘THANK YOU’ REFEREE REWARDS POINTS
Any Center Referee who completes 10 games will be entered into a raffle to win 50% off the following AYSO 820 spring or fall registration (for one child). Volunteer must meet all basic AYSO referee requirements, dressed properly and have a positive supporting role for the Referee program.
