2023/2024 SUMMARY OF RULES:

General Rules

  1.  Follow Covid-19 AYSO Safety Guidelines. Yes we still have Covid-19 conditions.
  2. City Park ordinances must be followed without exception.
  3. AYSO Kids Zone rules are to be observed at all times.
  4. Adhere to 2022-2023 current AYSO National Rules & Regulations
  5. Home team supporters sit at North or West side of field depending on layout. Visitors on other side.
  6. Spectators NOT sit behind the Assistant Referee. We suggest to use other side of technical area.
  7. Spectators 10 yards form goal line, not behind the goal and not distract goal keepers in any way.
  8. NO pets at, on, around the field while children are present. Keep them on the walk ways and parking lot.
  9. AYSO games and training follow AYSO National Rules and Regulations. 
  10. Players play 3 Q of the game in our region. National Rule is at least ½ each game. If too many players on the roster the coach rotates weekly so players have same play time through the season.
  11. We recommend applauding to players and coaches instead of handshake or other contact. 
  12. Games receive referee priority assignments if teams provided team referees working at game day.
  13. Priority assignment can have up to 3 referees assigned before other non-priority game is considered.
  14. Scheduled games MUST have referee(s) to count in standings.Else it is a scrimmage with no scores.
  15. First time slot: teams hang up nets. There is one bag for two nets.
  16. Last time slot: teams take down both nets and put in designated bag. Leave bag at field.
  17. 6U/8U games have one bag per set of goal + net. Leave both bags at field.
  18. ALL games must finish on time within the time allocated minus 10 minutes.

Scheduled Games WITH referees

  1. Referee volunteers are not paid and to be treated with respect. Help them become better referees.
  2. NO referee with the Region 73 yellow T-shirt is to be harassed in any way. Encourage them!
  3. No team waits for a referee to start a game on time. Coach (es) begin(s) at scheduled time.
  4. Referees follow the AYSO guidelines for Officials. See also Flag Borrowing Rules.
  5. Referees apply  Laws of the Game by IFAB 2023/2024 or later and PDI modifications. 
  6. Read the rules for 6U/8U as they are different than IFAB LOTG.
  7. ALUC-s to be handed to referee not later than 5 min before coin-toss
  8. Player safety inspection done by referees and coaches. Observe social distancing.
  9. The referee tosses the coin. Players not touch the coin.
  10. Referee decisions are final. Forward any questions to the Ref Administrator. No debate on the field.
  11. Using NON-Neutral referees requires written approval from RRA staff and coaches on ALUC.
  12. Substituted players (going out) show jersey numbers to referee while standing on touch line.
  13. ALUC-s to be verified for accuracy and signed by Coach at end of game. Cannot write comments.
  14. Coach-Referee NOT coach and referee in same game. Violation of this rule disqualifies the team.
  15. All games are adjusted to regular play time minus the time it was delayed starting.
  16. .Each game has two equal halves. MUST NOT end later than 10 minutes before end of time slot.
  17.  A team forfeits if late and not ready for the whistle within 15 minutes after time slot begin time.
  18. A coach willfully violates AYSO rules and/or tenets forfeits the game.
  19. Coaches and substitutes must stay within the Technical Area.  Supporters at least 1 yard away.
  20. Referees can suspend or terminate the game at any time for cause.

 Plays WITHOUT referees (scrimmages)

  1. Games without referees are considered scrimmages.
  2. Scrimmages produce no standings to be included in season statistics.
  3.  Coach can write comments like injuries, incidents, etc on ALUC for information to regional board.
  4. Coach / Team manager returns completed ALUC showing players' playtime. Outcome is irrelevant.
  5. It is preferred that one coach or Team Manager brings both ALUC-s to Referee station.
  6. All scrimmages MUST end no later than 10 min before end of time slot. Especially 8:00am time slot.
  7. The ALUC is proof for coaches they followed AYSO "Every One Plays" tenet.

    Sideline Supporters

  • Parents observe their children when visiting to the rest rooms for proper use of soap and disinfectant
  • Volunteer to help create the best soccer experience for your child and improve our program experience.
  • Spectators do not approach technical area to keep players/substitutes and coach safe.
  • Supporters of each team sit on one side behind the touch line. Not behind the goals. Not hinder referees.
  • Do not throw or let others throw any object on or off the field while visiting the CITY/ Region-73 soccer facilities.
  • Wear mask as is recommended when talking to officials, coaches or players not in your own family circle.
  • Keep your children safe and not allow them to climb or damage soccer field equipment.
  • Children should be kept away from park structures like fence cables and posts and the concrete soccer balls.
  • Do not sit or climb on the structures as accidents with injury or death may occur.
