2024 Regional Playoff Rules U10,U12,U14
It is the coach’s responsibility to be familiar with and abide by the AYSO National Rules and Regulations, the Laws of Soccer (AYSO edition), the Region 69 Supplemental Rules, and the Region 69 Regional Playoff Rules. Violations could result in game forfeit and/or other action. See Playoff Rule 14.
COACH MUST HAVE at all practices and games the Parent/Guardian Consent & Medial Release Form for each player.
All Players MUST wear shin guards, NO metal cleats on shoes. No jewelry, no hard or metal casts.
IF INCLEMENT WEATHER MAKES IT IMPOSSIBLE TO PLAY ALL SCHEDULED PLAYOFF GAMES, SOME TEAMS MAY BE ELIMINATED, and/or GAMES MAY BE SHORTENED IN LENGTH, AND SCHEDULED TIMES CHANGED. THE COMMISSIONER WILL DETERMINE WHICH TEAMS AND HOW MANY OF THOSE STILL IN CONTENTION WILL ADVANCE, BASED ON SEASON RECORD AND SPORTSMANSHIP.
1. General These rules are intended to supplement AYSO National Rules and Regulations, the Laws of Soccer (AYSO Edition), and the Region 69 Supplemental Rules.
2. Player Eligibility The Regional Commissioner (RC) or Designee will be responsible to see that each player is properly registered as of October 31, 2024, has played in at least three-quarters (3/4) of the total number of games for which that player’s team was regularly scheduled (including any "non-standings" games), absent any special circumstances such as in Sec.II.G. illness, injury, late assignment (but prior to Oct 31)
Any player determined to have participated on two AYSO league teams concurrently (regardless of region) , shall not be eligible to participate in any League or All Star team in the Area 1-P , Section 1 League playoffs, or State tournaments. If a player has played in a game and is later found to be ineligible, the team shall forfeit each
game in which such player participated.
3. Uniforms All players will be expected to be in their regulation AYSO uniform: jersey, shorts and socks for all playoff games. If your team should advance to Area/Section/State play, A PLAYER will NOT be permitted to play if he/she is NOT in regulation uniform.
4. Playing Time It shall be the responsibility of the coach to ensure and abide by playing time rules. See below. Offending team(s) shall forfeit.
A. Game Notification It shall be the responsibility of the coach to notify all players of the game time and location. Make sure that you are reading the schedule correctly for team number.
B. Goalkeepers 10U and 12U players are required to play at least one quarter in a position other than goalkeeper in playoff competition. 10U players can play a MAXIMUM of two quarters in goal, 12U players can play a MAXIMUM of three quarters in goal, and 14U players may play the entire four quarters in goal.
C. ¾ Rule All players shall play a minimum of three quarters of each game. If this does not occur, offending team(s) shall forfeit. Exceptions to this rule are:
1. For players who have been persistently late, absent, or disruptive at practice AND only with PRIOR WRITTEN approval of the DIV.COMMISSIONER with a copy presented to the Regional Commissioner and the referee prior to the game.
2. For players who arrive at a game already in progress. See National Rules and Regulations IC3. Late arriving team members shall be substituted as follows:
a. If the team member arrives during the first “quarter”, the team member must play in a minimum of two of the remaining three “quarters.”
b. If the team member arrives during the second or third “quarter”, the team member must play a minimum of one “quarter”.
3. When it is mathematically not possible to play all players 3 quarters, no player shall sit out two quarters unless every other player has been out one quarter. No player shall sit out two quarters for more than one game during the Regional Playoff Tournament, until the Championship Game.
4. For the championship game, both team’s prior sit out schedule, will reset.

Injuries If an injured player is substituted for, that player may not return in that quarter. The injured player is counted as having played that quarter and the substitute is not counted as having played in that quarter. The coach at his or her option may play short after an injury so that the injured player can return with the permission of the referee. If the injury is a suspected concussion, the player may not return to the playing field that day.

Ejections If a coach, assistant coach, parent, or any other spectator, is ejected from a game, he or she will immediately leave the field of play and remain out of view of the game at a distance not less than 100 yards. If a player is ejected, that player’s team will play short for the balance of the game including any overtime periods. An ejected player, coach, assistant coach, parent, or any other spectator, will sit out the next regularly scheduled game (league or all-star). If the ejection is for violent conduct or any misconduct after the game is over, the player, coach, assistant coach, parent, or spectator, will be suspended from the next two regularly scheduled games (league or all star). Suspensions will carry over into Area playoffs, Section playoffs, State Tournament, and the following season. Any player or coach who was ejected for fighting during the regular regional season, regional playoffs, or area playoffs is ineligible to participate in the Area, Section, and State playoffs. (Sec. II.G.1)
7.
Substitutions The quarters are only for substitution and not for coaching. The clock will not be stopped at the quarter.

Protests There will be no protests.

Proof of Age A Birth Certificate or other acceptable proof of age (Passport, etc.) must be presented to the Regional Commissioner or appointed designee prior to the semi-final round. Any child not presenting an acceptable proof of age will not be eligible to play in the championship round, area, or section play. A child may play in a semi-final game without presenting a birth certificate. However, the child must present proof of age prior to the championship game, and if the child is found to be ineligible, then the team will forfeit the semi-final game.

Sideline Assignments Teams will occupy separate sidelines for all playoff games. This applies to all coaches, parents, and supporters of a particular team. All coaching must be done from a team’s designated sideline and only within the coach’s box (10 yards to either side of the midfield flag and separated from the touchline by at least one yard). Home teams (the first team listed in any match-up) shall occupy the North or East sideline; visitors shall occupy the South or West sideline.
At Palisades Charter High School Football Field, no more than two coaches may occupy a sideline with their team. All spectators shall sit in the school’s HOME stands. Home team parents shall sit in the half closest to the school, Away team parents shall sit closest to the ocean. Only the coaches and players may be on the field.

Smoking Smoking will not be permitted.

Pets Pets are NOT allowed at any AYSO site.
13.
Noisemakers of any kind are NOT allowed.
14.
Overtime If at the end of regulation time, the score is tied, the following over timerules and procedures will be in effect:
A. At the end of the regulation time, there will be a three minute break during which the referee will conduct a coin toss to decide kickoff and direction of play for the first overtime period. Kickoff and direction of play will alternate for the second overtime period.
B. The format for overtime will be as follows: There will be two overtime periods. Each period will run for five minutes. Both periods will be played in their entirety – there will be no sudden death or “golden” goals. The number of players on the field will be five from each team. There will be no goalkeepers. The offside law will be suspended. There will be no playing time rules for overtime periods. Players may be substituted freely at any stoppage of play only with the referee’s permission.
C. Though there will be no goalkeeper, a player may take a position in the goal, but at no time (except during the taking of a penalty kick) shall any player intentionally use his or her hands to play the ball. The goalkeeper jersey shall not be worn by any player.
D. If a penalty kick is awarded, the defending team shall be allowed to use one of its players as a goalkeeper, with the following restrictions: The goalkeeper is allowed to use his or her hands to save the penalty kick. After the kick is taken, the goalkeeper may take control of the ball with his or her hands, in the penalty area, at any time prior to the ball leaving the penalty area or going out of play. He or she may then release the ball into play by throwing it, kicking it or dropping it. At that time, he/she ceases to be a goalkeeper and may not again touch the ball with his or her hands.
E. As mentioned in 13B., DURING THE OVERTIME PERIODS THERE SHALL BE NOOFFSIDE. Law XI shall be suspended for both overtime periods.
F. Substitution. As mentioned in 13B., during overtime there will be free substitution at any stoppage of play, with the referee’s permission. Players shall exit the field at the halfway line. Substitutes shall enter the field at the halfway line, and only after the players that are being substituted for have exited. If a player is sent off (ejection), he or she may not be substituted for, and his or her team shall play short.
G. If a team is playing short because one or more of its players has been sent off (ejection) during regulation or overtime play, it shall continue to play short the same number of players for the duration of the game. (EXAMPLE: At the end of regulation, the U14 Red team has only nine players because two were sent off for violent conduct. The U14 Red team will have to play with two fewer players in each overtime period.)
H. If, because of ejection and/or injuries, a team is reduced to a single player in overtime, the team shall be allowed to continue to play, but the single player shall still be required to observe all the Laws of soccer. (EXAMPLE: On all restarts, except a dropped ball, a player may not play a ball twice in succession; therefore, on a throw-in, he or she would be required to allow the other team to play the ball first after he or she has thrown it in. If he or she plays the ball twice in succession, the other team shall be awarded an indirect free kick).
I. IF, AT ANY TIME DURING OVERTIME, A TEAM IS UNABLE TO FIELD A TEAM OF AT LEAST ONE PLAYER, THE OPPOSING TEAM SHALL BE DECLARED THE WINNER.
J. If, by the end of the final overtime period, the score remains tied, the game will be decided by Kicks From the Penalty Mark. Each team shall be allowed to use any of its players who played during regulation time except those who were sent off (ejection) during regulation or overtime play. In the event that players have been “sent off”, and one team has a greater number of eligible players than the other, then the team with more eligible players shall reduce their numbers to equal that of their opponent.
The referee will toss a coin to choose a goal, or the referee may select the goal. It may be a goal set up for that purpose off the regular field of play. The coaches will decide the order in which the players will kick. A player may not kick again until all players (including the goal keeper) have taken kicks. Another coin toss will be held. The winning team may choose to kick first or second. The first five players will take alternate kicks against a goalkeeper. The goalkeeper may be changed at any time. If one team has more goals after the first five players on each team have kicked, that team shall be declared the winner. If the score remains tied, the players shall proceed in pairs, one from each team. If one team scores and the other team does not in any pair, the team that scores shall be declared the winner. Kicks shall continue in this manner until a winner is determined. Each kick shall be over when the forward motion of the ball ceases.
15.
Any violation of the above rules, including the rules in the first paragraph, may result in FORFEITURE OF THE GAME, REMOVAL OF THE COACH, AND/OR OTHER DISCIPLINARY ACTION as approved by the Regional Commissioner.
