TO BE ELIGIBLE to serve as a "match official" for an 8U game, all you need is:
(1) Safe Haven (go to My Courses in AYSOU)
(2) Concussion Training (go to My Courses in AYSOU)
(3) "Eligible" status after submitting the Volunteer Application Form

If you have all of these, send a screenshot of your Volunteer page that shows the "Eligible" and the two courses to me at mafuller "at" uci.edu, and I will have your name added to the list of eligible officials.

Officiating an 8U Game:  Please note that an 8U official is not a referee.  The role of the 8U official is to manage time and substitutions, to remind the coaches and spectators to be positive in their comments if necessary (and only when necessary), and to look out for the safety of the players.

This year the 10U games are considered Area-level play, and you will need to request Area-level permission to referee these games.  For the request, please send a note to mafuller "at" uci.edu.

If Matchtrak tells you that you are inactive, this is because we have not received information that your Volunteer Application Form (see below) has been verified.  We need verification before we can activate your ID on Matchtrak.

How to complete the yearly Volunteer Application Form

  1. Go to "My Account."
        If you want to serve as a youth referee but do not yet have an account,
        have your parent log in and register you under his/her account and proceed to Step 2.
  2. Select "Volunteer"
  3. Select "Volunteers Only - Membership Year 2018" and click "View Roles"
  4. SIGN UP for Referee.
  5. This will then take you to the online volunteer application form.
  6. Once you have submitted the form and (after a day or two) the word "Eligible" appears on the Volunteer page, please
         send a screenshot of the page that includes the "Eligible", your AYSO ID, your certification as referee, and the record of your
         Safe Haven and concussion training to rra "at" irvineayso.org.

The New Player Development Initiatives (PDIs)

AYSO, along with USSF, has initiated a series of initiative to help develop the skills of young soccer players.  All AYSO regions are implementing these initiatives this year.  Among these initiatives are:

A Change in number of Players and Field Size (see chart)

8U: 
(1) Games are now 4 v 4 with no goalkeeper. 
(2) No throw-ins.  Instead, the ball is placed on the ground and kicked in.  Region 144 permits throw-ins. (NEW)

10U: 
(1) Games are 7 v 7.
(2) The goalkeeper may not punt the ball.
(3) The Build-out Line (BOL):  this is a line halfway between the end of the penalty area and the halfway line:

(4) When the goalkeeper gets possession of the ball with the hands, the other team must move back behind the BOL.  As soon as the goalkeeper releases the ball, the other team can cross the BOL to contest for the ball. (The goalkeeper may release the ball before the other team has moved back. However, the other team's players must be making a good-faith effort to retreat behind the BOL.  Deliberately waiting for an early release without moving back is analogous to encroaching on a free-kick)
(5) When the goalkeeper releases the ball, it may be deliberately kicked to a teammate on the other side of the BOL.
(6) For a goal kick, the other team must retreat behind the BOL.  They are allowed to cross the BOL as soon as the ball is IN PLAY, that is, when it completely leaves the penalty area.(This is a new interpretation 2/28/2018)
(7) For a goal kick, the ball may be deliberately kicked to a teammate on the other side of the BOL. (This is a new interpretation 2/28/2018)
(8) An attacking player is NOT IN OFFSIDE POSITION on his or her side of the BOL.

12U
(1) The games are 9 v 9 on a smaller field.
(2) The goalkeeper may punt the ball (This is a new interpretation.)
(3) And of course, no headers

For all of our referees, it is important to be current on all of the procedures and policies associated with AYSO and the various leagues that we play in.  Therefore, we do our best to update this page prior to each fall season with the recent changes to the FIFA Laws of the Game, AYSO guidelines, and Area and Regional policies and procedures.

When scheduling yourself for games played within Region 144 and especially across multiple Areas, practice the appropriate etiquette for self-assignment and be aware of the "Right of First Refusal" protocol. Click on the link to access this document.

Regardless on whether the season has started or not, many volunteers still need to complete training.  Other referees desire to improve and advance their referee badge to the next level.  Your first option is to attend one of the Region 144 training courses. Your second option is to attend a class being offered by one of the other Regions within Area Q. Your final option should be a class held within another Area. Please review the links for Referee Training in our site.

Remember that in youth games while FUN is essential, the most important principle is SAFETY.  Be sure to quickly stop play if you observe dangerous play or if injuries occur.

Mentoring

To help promote consistency across Area Q and to aid with retention of new referees, Area Q has inaugurated a Mentor Program.  Referees at any level, whether newly certified Regional Referees or longtime volunteers moving up to older age groups, can request mentoring.  Volunteers can be mentored at either the Referee or Assistant Referee position.  Mentors will observe your game and offer tips for improvement in the area of foul recognition, technique, positioning, and demeanor. 

This process can help to disarm the anxiety of refereeing for new referees, while experienced referees can benefit from having good habits reinforced and bad ones brought to light.  While the mentoring program is not a ratings system and is essentially informal, the experience is especially to useful for referees on the verge of promotion to the next level, before they stand for official observation (Intermediate candidates) or assessment (Advanced candidates). 

Requesting a mentor is easy.  At the time you self-assign to a match in Matchtrak, simply check the box that says “mentor requested.”  The more advance notice you provide, the more likely an available mentor can get out to your match. 

As this program develops, Region 144 hopes that all newly-certified referees will avail themselves of mentoring opportunities during their first few weeks as a referee.
